The
Pre-School Regulations are both a tool for settings to ensure that they meet
legislative requirements and a checking instrument for the HSE inspection teams
to assess services. Each ECCE setting is
inspected once a year to ensure that it complies with the Children Act and
Regulations and HSE reports are made available to the public. The regulations govern all pre-school
services, as defined by the Childcare Act.
There are 32 regulations in all, most of which are concerned with
providing a safe environment for children attending ECCE services. The regulations fall into five areas (Donohoe
& Gaynor 2011)
Ø Health,
welfare and development of the child
Ø Notification
and inspection by the Health Service Executive (HSE)
Ø Record
keeping
Ø Standard
of premises and facilities
Ø General
administration
It
is not intended to five a full description of all 32 regulations, but to give
overview, which indicates their range and general content. The Original document of (Child Care
[Pre-School Services] Regulations and Explanatory Guide) should be consulted
when the exact detail is required. Source: Child Health and Well-Being by Niamh Gaine
