Child Care (Pre-School Services) (No. 2) Regulations 2006

The Pre-School Regulations are both a tool for settings to ensure that they meet legislative requirements and a checking instrument for the HSE inspection teams to assess services.  Each ECCE setting is inspected once a year to ensure that it complies with the Children Act and Regulations and HSE reports are made available to the public.  The regulations govern all pre-school services, as defined by the Childcare Act.  There are 32 regulations in all, most of which are concerned with providing a safe environment for children attending ECCE services.  The regulations fall into five areas (Donohoe & Gaynor 2011)

Ø Health, welfare and development of the child
Ø Notification and inspection by the Health Service Executive (HSE)
Ø Record keeping
Ø Standard of premises and facilities
Ø General administration
